I've played CoD4 for about 3 years maybe and I was an admin on 1.0 I know how to spot hackers , I play raid servers almost everyday and always spot hackers mostly on Promod 1 and I think that I can help alot.

I think too young. I understand there are exceptions but if I remember correctly he doesn't even talk on ts. How can we know if he is mature if we cannot hear his personality?

He does talk on TeamSpeak, but not often. However, I have had full conversations with him and he seems to be a nice person in-game and on TeamSpeak.
