Any recording software other than Shadowplay is going to decrease fps when recording games. If you lag when recording, it simply means your computer is not strong enough to record without lag.

Yea it's a bug. It started out with 500% and it slowly goes down lol

Pretty good game I played recently. I thought it was really cool that I was doing well especially against the ranks I was versing.

OBS is free and imo alot simpler to record and than render in sony vegas. Also, I would NOT recommend Fraps. It is out dated and not even worth cracking anymore. Also the video file sizes are horrendous. Also if anyone has NVIDIA than you can download GeForce Experience and use Shadowplay.
