Can someone give me the script or link of a simple non-collision plugin without any other stuff in it, it would be very appreciated.

It's not a plugin it's a custom server patch and it depends on what OS your server is running.

No not at all it's not part of mod tools and ins't compiled to an extension of .ff, here a newer version as well https://github.com/IceNinjaman/CoD4X18-Server
